For cheap you might consider SoYouStart, Datashack, or SecuredServers. Most Minecraft hosts are using OVH today.
I can easily do that and with pufferpanel (We can even support MineOS) installed as well. However, it would be $10/GB.
As suggested though if you're stuck to that budget, you'd want to use something like OVH and hire someone to install whatever you need. I charge $35 to do a PufferPanel install to put into perspective how much that would cost to do for a once off fee. Good luck.
I don't see how it would be even close to possible to offer what you're looking for at that price point. Most "Cheap" providers will be using OVH which offers DDOS protection which is why you see such low prices that come with it. Good luck with your search.
We use E3-1271v3's for our virtual dedicated servers. That will blow just about anything out of the water in comparison for virtual machines. I'd be willing to make you a deal at $10/GB of RAM. Your IP the ISP gives you could've changed.
They could have started blocking it.
Your internal IP could've changed for your computer you're hosting the server on.
Firewall could be blocking it somewhere.

If it works locally, but not externally there's one of two things wrong.
1. You haven't port forwarded correctly. (Some ISPs don't even allow this)
2. You have a firewall blocking inbound connections.
First step is to remove the plugins that aren't loading to get rid of all the errors in that log.
