$300 is to expensive huh? Consoles start at $230, games cost $60 at launch and go down to about $30 after a year or two. so a console plus 1 new game or 2-3 used games would get you a starter gaming pc (which has a metric ton more f2p games). Going for the cheapest not-total-crap gaming pc from pcpartpicker gets you a $286.67 'put it in a cardboard box' special. Build.
So let's see where we're at, $287 for a pc, plus $26.95 for minecraft, plus $0 for skins, mods, textures, and maps, we get $314. $230 for an xbox one, $19.99 for minecraft for xbox one, $103.67 for all skins, textures and maps, mods are not available for consoles, we get $354.
So tell me again which one is too expensive?

No one can help you without logs. Follow webrosc's link, follow the directions, and post the logs to https://pastebin.com/ then post the pastebin link here.

4G would be a pretty safe bet. Your GPU will be a massive bottleneck though, consider upgrading.

Uninstall minecraft -> remove .minecraft folder -> uninstall java -> reboot -> install latest java -> install minecraft -> reboot -> add java.exe and javaw.exe to firewall -> Change the version of java minecraft uses: https://imgur.com/a/0qitPuF -> launch minecraft.
If that doesn't work, post a pastebin link to your dxdiag and crashlog files.

Are you hosting the server on the same machine you're playing the client on? CPU specs?

Use the GNU/Linux instructions. You will need python installed: https://www.python.org/downloads/release/python-365/

If Anti Aliasing is turned on in nVidea control panel, turn it off.
If that doesn't fix it, try turning other things in the nVidea control panel on and off.

Take it back to the guys who 'fixed' it, and make them revert it back to windows 7.
As for increasing the frame rate, you can try optifine: http://www.minecraftforum.net/forums/mapping-and-modding-java-edition/minecraft-mods/1272953-optifine-hd-c7-fps-boost-dynamic-lights-shaders
There's not much else you can do software wise, and that will only get you a few (1-5) FPS more (at best).
