    Have you tried /tp instead of /tppos ?
    I've never heard of /tppos is it a Forge/Pixelmon command?

    The @s selector runs the command with the person running it as the target.
    @p targets the nearest player, and should only pick the single closest player to the command block.

    A screenshot of your setup would help me to be able to better figure out what the issue is.

    To check for the elytra equipped by adding this to the data tags that you're checking when executing the effect:
    nbt={Inventory:[{Slot:102b,id:"minecraft:elytra"}]}

    But that wouldn't only work for shifting while in the air flying with elytra. If you use that method then if a player sneaks on the ground it will trigger. If you add additional checks for if the player is flying, then it would still activate if they had previously shifted on the ground. Also, if the player held shift during the cooldown timer, then the effect would happen as soon as that cooldown timer ended if they had shifted long enough.


    Edit: Also, that objective criteria isn't vanilla. What is it?

    The random chance can be done with a dropper randomizer that's really easy to set up, and can be done by using the design in the attached images with the dropper hooked up to a daylight sensor of some sort.

    However, generating the random names for the hit has an issue. The easiest way to do that would be the command:
    tell @r You're being contracted to kill @r

    However, this does mean it could contract a player to have a hit on themselves. It would also only select players that are online, but that's probably best for something like this.

    There does not seem to be any metadata the game could check to see if a player is sneaking, so in vanilla I do not think this would be possible.

    posted a message on Big Sister Minecraft Server [Whitelisted] [Vanilla] [Survival] [Discord] [1.15.2]

    Welcome to the Big Sister Community! The server began as an alternate mirror server (or “sister” server) for Gunia’s Gulliver server circa October 2013. It ran the latest version of the Gulliver Mod for Minecraft v1.6.4 prior to 3rd of July 2017, which was when we decided to make a major decision to update the server to the latest vanilla Minecraft version. Our community is comprised of two servers:


    o The stable, builder/survival-centric Big Sister server, which permanently runs the latest stable Spigot version, has a Dynmap at http://bigsister.mcserver.ws:8123/, a special plugin that shares the server chat with our Discord server, and can be accessed with the IP: bigsister.mcserver.ws

    o The experimental Little Brother server, which changes mod flavors every month or two, it can be accessed at: littlebrother.mcserver.ws


    Being whitelisted for one server automatically allows you to be whitelisted for the other server! If you wish to join us, please head down to the “How to join” section.


    About the Server:


    The Big Sister Server’s main world has been built up by countless players throughout its years in operation. From the biggest of mansions to the smallest of homes, you can find it all by exploring our vast world. We also have several minigames that players have built up for people to enjoy such as Spleef, Boat Racing, Jousting, and many more. While the main world never resets, there is another world on the server that resets with major world generation updates so that players can play in the latest terrain.


    We also have somewhat of an economy on our server with Cheese. Cheese currency comes in three denominations: green cheese (emeralds), cheese (sponge), and blue cheese (lapis blocks). Cheese can be traded to villagers in the spawn mall to buy blocks for building.


    We host many events throughout the year on both servers. Many of these celebrate holidays, both from real life and ones that were created on the server. we also host UHC (Ultra HardCore) events occasionally in which players have a chance to fight for prizes.

    /execute at @a[nbt={Inventory:[{Slot:102b,id:"minecraft:leather_chestplate",tag:{display:{Name:"{\"text\":\"Empowered\"}"}}}]}] run particle minecraft:smoke ~ ~ ~ 0.1 0.1 0.1 0.01 2

    This command should accomplish what you want, and there's some customization here if you want it. Yours was very close to working, but would've spawned the particles at the command block.

    1: You can change the particle from smoke to whatever you want if that's not what you want.
    2: If you change the second "~" to "~1" the particles will come off of the chest plate, but this makes them appear in the player's pov more, so that's up to you,
    3: You can change the 0.01 to make the particles spread out more from the player by increasing the number (though I wouldn't make it more than 0.1 .

    4: You can increase/decrease the 2 to change how many particles appear.

    Considering I wasn't able to find similar issues through a Google search, and how strange the effects are, this appears to be a very rare thing where something has gone seriously wrong with the lighting engine. I tried messing around with settings using the same Optifine version, even messing with options through the file rather than the game to set it to unexpected values, but I was unable to recreate this issue.

    The only thing I can think to recommend is to uninstall and reinstall your game.

    Edit: If that doesn't work, I'd recommend reporting it to the Optifine team and see what they have to say about it through the issue tracker on their site.

    There is (or was at some point) a version of Little Blocks made specifically to be compatible with the Gulliver mod. Are you using that one?
