If you don't know, then don't do it. Educate yourself first unless you want to brick your laptop. I wouldn't OC a laptop in the first place; heat is already problematic on laptops. The slight benefit you'll get won't balance out the detriments IMO.
I have five desktops, five laptops and four servers. I need to buy another server so it will be all fives, lol. Best depends on your use case, it isn't a "one size fits all" answer. I prefer desktops, but when I travel I don't like packing up my large PCs. Having a powerful laptop comes in handy then. Ultimately though I gravitate towards desktops as I like the ease of upgrade. You don't get that with a laptop.
I'm satisfied with Windows 10. Does what I need. I could do without the forced updates and telemetry, but c'est la vie. Windows 11 looks good, but it needs a few years under its belt before I make the plunge and change over my main workstations.

IMO, draconian moderation didn't help. I used to be a very prolific poster years ago (on my regular account... I went to login after checking to see if this forum is still alive and I see the legacy login method is apparently dead so I had to use the account of another friend that abandoned this place), back when posts just from the current day spanned multiple pages. The moderation is what made me pack it in and go to Spigot forum, which is much more healthy. They are still very active and their mod team won't get all up... well, I can't finish statement that because if the moderation here hasn't changed, it'd get me yelled at lol.
Just to be clear, you aren't telling them to use the internal IP are you? Be sure you give them the IP that is public facing. You can go to sites like www.whatismyip.com to get it.

You said you added rules to the firewall, then you said you disabled all firewalls. Which is it? Don't disable the firewall. Are you using any third party antivirus programs? Most of them have their own firewalls, be sure you are setting the port rule in the right firewall.

Nope. Tried 1.8 and 1.9, and neither used more than 1 core.
To be completely honest it's unlikely that they'll ever add multi-core support. Multithreading isn't trivial to add; they'd basically have to rewrite the entire engine.
Rendering & performance
Each dimension (Overworld, Nether, End) run on separate threads.
Chunk rendering and chunk rebuilds are now multi-threaded to speed them up.
Mob pathfinding is now multi-threaded, to alleviate previous slow-downs associated with it.
Best advice would be.. don't. The community is already overloaded with kids trying to run businesses. The last thing people need is another person without experience or apparently even a business plan trying to sell services.
