I think this is an excellent idea. Especially if in future updates (or thanks to mods), there are fish, and underwater monsters (shark, giant octopus, merfolks?), and also underwater flora (algae, corals?). Of course, underwater caves which would hold, perhaps, dongeons and special blocks would be amazing, too.
Though to be honest, maybe connection the player with the boat would be difficult to do.. what if you entered an underwater cave, cutting your link with the boat, and then tried to get out without dying? Or what if for some reason the boat decided to stray after hitting something you couldn't see, being so deep underwater? Boats have such a weird physic..
I'm no programmer, but might there be a way to make it so that when a boat has a nail on it, it doesn't move at all?
As for your first issue, I would believe the reed chord would wrap around the lip of the cave, so that it still supplies air.
Hmm - maybe to the side of the boat you could tack on a nail or something and then right clicking on that nail you'd get a 2X2 grid to place reeds on - so 256. You better never have to go deeper than 256.
Only issue I see is trying to tack the darn nail on.

I was hoping to just leave things simple, fast, and fun, even if it seems a little silly. That's why I avoided having a crafting recipe.
If a crafting recipe gets involved, I think a glass helmet and attaching the hose to the boat would be a good idea.

I still think that having the stuff degrade would just be an unnecessary annoyance, especially if there wasn't enough warning. Maybe using the glass helmet by itself would triple your breath holding time, allowing you to notice that your line has been cut and that you need to surface. However, the rate at which the reeds degraded I'd want to be somewhere around 1 day minimum so that the player can be on an underwater expedition and not have to go change out their reeds every 5 minutes (ugh). But then you complicate things by having to record how long the player's been underwater and stuff.
The loss of simplicity kinda saddens me though.

Personally, I would want it to always be oriented so the wall part is always facing you when you place it, not matter which way you are facing, like doors.
...If it is based on the weeping angel (I'm going by the Doctor Who version, and assuming thats what the idea was based around) maybe the Ghast behaves like one too. stationary and unhurtable while you're looking at them, but when you turn away they become vulnerable and chase you. This would also explain his comment about attempting to kill one with arrows. if you can't harm it while you're looking at it, a sword would be useless, but ranged weapons might be effective if you shot an arrow and quickly turned away so that it came to life as the arrow hit it.
Notch did say he liked the idea of Weeping Angel and that he was anxious to put it in the game...
and that model does appear to have a "weeping angel" face...
