Chuckling as he put on a couple of devil horns, the signature of any student drawing their teacher. He'd went even so far as to put in a fail-safe in case he was found out. Well, not so much of a fail-safe as a smartass comeback.
Slightly taken aback by the question, Luca's eyes rolled up for a few seconds as if he was thinking when he spoke. "It's kinda weird to call 'em powers, isn't it?" he asked, chuckling. His eyes moved back down at the boy. "Especially in a place like this when something like that's hardly unique..." He bit his lower lip as he reminded himself of that fact. "In any case... I can kinda... I guess it's similar to moving really fast, cuz that's what it feels like, but that's not really true. You could call it teleportation since obstacles don't really stop it but I don't think it's the same thing. In the end, if it were teleportation, the distance I could do it in wouldn't be limited. It's... It's a bit weird..." He wanted to demonstrate but felt like in such a crowd, an act like that would hardly be explanatory. Only then noticing the girl standing in front of them, waiting to get past the door, Luca took a step back to leave space for her to go through. "So how about you? What kind of voodoo got you in 'ere?"

Although Arthur disagreed as powers were powers whether or not they were in a place where everyone had powers but he kept that to himself. He listened as Luca explained his power. After he had finished explaining, he took a step backwards. It took Arthur a moment to realise that someone was trying to get past. Arthur took a step to the side to allow the student past, taking notice of their slightly unusal appearance but not mentioning anything out of politeness.
Luca had said that his power was similar to moving very fast. Arthur was confused when he said that it was similar as that meant it wasn't exactly moving at high speed. As Luca continued to explain, it became clear that it was in fact a form of teleportation but with a limited range. That power didn't seem as scary as the ones that Arthur was worried about, but he had no doubts that it could be dangerous. That was when Luca asked about his powers.
"My powers are... umm... I have telekinesis" Arthur began, "But I also have a sort of healing power."
After a short pause Arthur spoke again, "Teleportation sounds interesting, what is it like?" he asked.
"It's... How do I explain this? It's difficult to use at first, kinda like walking, I guess. After a certain point, I can move around more naturally." Luca thought for a bit before continuing. "That wasn't very explanatory, huh...? Well, think of it like moving a muscle. It just feels like you walk into another location instead of just disappearing and reappearing, though that's not what it might look like. I've never met someone who has gifts like this before coming here so I'm not sure, but I'd assume it's not very explaining how you do your thing, right?"

"What class do you have at the moment?" he asked, not as quietly as usual. He wanted to keep the conversation going.
Luca glared over at the crowd in front of the sheets of maps and lessons. "I'm supposed to have Theoretical Maths, but I can't find the classroom," he grumbled. He turned back to Arthur, his smile returning. "I'll find it somehow, I guess. Once the crowd clears. How about you?" His eyes went up and down as he inspected the boy. "I don't suppose you're in the same class too?"
As it turned out Luca also had mathematics as his first class, more specifically theoretical maths. If Arthur recalled correctly from what he read on his schedule, he also had mathematics. It made him wonder if they were going to be in the same class. Luca had grumbled about being unable to find the classroom, it was possible that he was standing outside the correctly classroom the whole time. Arthur was sure, or at least mostly sure, that he had managed to locate his classroom.
"I have maths" he said, starting to sound a little cheerful, "it took me a while to find the classroom, but I think this is it. Maybe it is your classroom too?" He added, trying to be helpful.
"Possibly," Luca said, his grin widening. "If not, I guess I could just say I got the room's confused. Shall we, then?" He waited for Arthur to lead the way into the class, standing childishly impatiently while swinging back and forth on his heels and toes, his large smile still on his lips.
Arthur nodded, it took him a moment to realise that Luca seemed to expect him to lead the way into the classroom. He turned and walked back to the seat he had sat in before as his pen and notebook still lay on e desk. Next the the place he had chosen was a spare seat. To which Arthur gestured, inviting Luca to sit there. Arthur now had a small smile on his face, he had made a friend at this new school. Perhaps this place wasn't as scary as he first suspected.

"Oh! Definitely," he said cheerfully. "It's just that these pricks were... Y'know." Scratching the back of his head, Luca remained silent for a bit before extending the arm forth. "My name's Luca by the way," he introduced himself, tilting his head slightly as his smile grew. "Pleasure to meet you." Quite excited at a chance to make his first friend at school, the boy's eyes gleamed as he looked at the student who'd approached him.
Luca walked through the halls, mixed among the hundreds of others, looking for his class. He'd always had the feeling he had a certain level of uniqueness due to his powers, however, here, he couldn't feel more insignificant. Not that that was a problem. He knew what he was getting into when he registered to the school which had the sole purpose of teaching people like that. Even though it took something away from the boy that he felt so dearly, his pride, perhaps he'd be better off.
"'Scuse me! Coming through!" he said with a distinctive accent as he tried to push his way through the crowd looking at the sheet of paper with the information about the whereabouts of the classes was on. He caught a brief glimpse. "Theo-Maths in class--hey!" He fell on his back, popping out of the crowd like a slippery ball trying to escape two pincers squeezing it. Grumbling, the boy got back up to his feet, muttering unkindly.
Skills: His main strength is his hand to hand combat abilities and tool-combat skills. Other than that, he always keeps a pencil and sketch book with him.
Powers: Blue Flash -
This ability is simple enough. It allows Luca to disappear and reappear anywhere within a 100 meter radius. Although it's not too draining physically and can be used successively, the power can only be used to move somewhere the user can imagine (so it must be seen), which would take a few seconds, or be in the user's line of sight, which would be quicker and successive.
Force Field -
This is quite weak compared to the Blue Flash, since it can't endure much assault.
Personality: On the surface, Luca's a rather playful and mischievous type. His favourite activity is to simply appear out of nowhere to freak people out. He's definitely outgoing, but does his best not to annoy people by being too friendly.
Background: Luca didn't really live a particularly difficult life. He had everything he could ask for: a loving foster family, loyal friends and an ability very few people were born with. Of course, even though he couldn't use these gifts freely as his parents had cautioned him not to show off too much in front of others, his first decade spent in London was quite pleasant. Around the time he turned 11, he came to an empty home for the first time in his life, with the furniture turned over. He waited in the house for days for someone to come, but no one arrived. In the days, he managed to keep a cool head instead of just running out into the streets without a plan. With no one arriving to give any news of his foster parents, he decided to start getting some food for himself. During the next few years, he started stealing using his talents, feeding himself with little hardship. A few years later, he learned about a school opening abroad and decided to leave his home country to go to this academy.

Ukaku users’ kakuhou are found on the shoulder areas, the kagune usually spreading like wings. The lightweight ukaku bestows upon the user agility and speed that the other kagune simply cannot. It’s well-suited for both long and short-distance combat. With it’s overwhelming speed, the ukaku can finish a fight quite quickly.
The one problem is that releasing RC cells takes too much stamina so they lose the advantage quickly if the fight drags on for too long.
Koukaku is a kagune released from below the shoulder blade, taking a metallic form. The kagune’s RC cells are bound together tightly, making it heavy yet durable as well as quite powerful. It’s speed is inferior to all other kagune but it’s durability is far superior. It can take the shape of shields or perhaps even part-armor when on the defensive and the shape of a sword, spike or other melee weapons.
It is somewhat hard to use.
The rinkaku is a kagune released from behind the waist. It’s shaped like scaled tentacles with the greatest brute strength, enough to smash through a koukaku’s shield after a certain amount of blows. Though the kagune itself is quite brittle and easy to damage but its regenerative abilities allows it to reconstruct itself quickly. It has a more liquified state than the other kagune.
The bikaku is the most tricky one to deal with as it has no specific weaknesses like the other kagune. It comes out of the tailbone and, as one could guess, has the shape of a tail. It has decent offense, defense and speed, as well as capable of medium to short range combat.

A kakuja is a ghoul whose attains an additional armor like kagune that increases the defensive ability, speed, strength and regeneration as a result of extreme cannibalization. After consuming perhaps hundreds of ghouls, the ghoul becomes a half-kakuja, sometimes unable to control himself/herself. The ghoul builds up RC cells by cannibalizing, which leads to this mutation.
Danger Rating
C: A rank given to weak ghouls, mostly average or below average ones.
B: Slightly stronger than C ranks, though still not big threats.
A: These ghouls are troublesome as they’re quite powerful, definitely stronger than an average investigator.
S: Extremely dangerous, these ghouls can only be taken on by exceptional First Class investigators or higher.
SS: These are the equals of most Special Class investigators, though some surpass even these powerful ghouls.
SSS: The greatest ghouls, almost impossible to take down. These ghouls tend to be kakuja ghouls.
The CCG is an organization with "ghoul investigators" working for them. These ghoul investigators tend to have well trained bodies and are much stronger and adept in combat than normal humans. The weapons they use are made of the kagune of ghouls. These weapons are called "Quinque":
A quinque’s properties are based on the type of kagune it was forged from, and is carried in the form of a suitcase or a bag. A koukaku quinque would be heavy and strong, usually made into big blades, shields or axes. An ukaku quinque is light and also suitable for long distance combat. Ghoul Restaurant: The owner of this venue is unknown; what is known is that it’s a rather festive place for more sadistic ghouls.
House of Pallid: This aggressive organization has had much activity in Greenwich, slaughtering the investigators there. Their leaders are unknown to all, as well as their motives, even the majority of the members.

The one problem is that releasing RC cells takes too much stamina so they lose the advantage quickly if the fight drags on for too long.
Koukaku is a kagune released from below the shoulder blade, taking a metallic form. The kagune’s RC cells are bound together tightly, making it heavy yet durable as well as quite powerful. It’s speed is inferior to all other kagune but it’s durability is far superior. It can take the shape of shields or perhaps even part-armor when on the defensive and the shape of a sword, spike or other melee weapons.
It is somewhat hard to use.
The rinkaku is a kagune released from behind the waist. It’s shaped like scaled tentacles with the greatest brute strength, enough to smash through a koukaku’s shield after a certain amount of blows. Though the kagune itself is quite brittle and easy to damage but its regenerative abilities allows it to reconstruct itself quickly. It has a more liquified state than the other kagune.
The bikaku is the most tricky one to deal with as it has no specific weaknesses like the other kagune. It comes out of the tailbone and, as one could guess, has the shape of a tail. It has decent offense, defense and speed, as well as capable of medium to short range combat.
A kakuja is a ghoul whose attains an additional armor like kagune that increases the defensive ability, speed, strength and regeneration as a result of extreme cannibalization. After consuming perhaps hundreds of ghouls, the ghoul becomes a half-kakuja, sometimes unable to control himself/herself. The ghoul builds up RC cells by cannibalizing, which leads to this mutation.
Danger Rating
The CCG is an organization with "ghoul investigators" working for them. These ghoul investigators tend to have well trained bodies and are much stronger and adept in combat than normal humans. The weapons they use are made of the kagune of ghouls. These weapons are called "Quinque":
A quinque’s properties are based on the type of kagune it was forged from, and is carried in the form of a suitcase or a bag. A koukaku quinque would be heavy and strong, usually made into big blades, shields or axes. An ukaku quinque is light and also suitable for long distance combat. A rinkaku is brutally powerful yet brittle, and again, bikaku has no weaknesses or strengths that stand out. A quinque can keep its "kagune" form.
Ranks
The Quinx are CCG investigators that were artificially made into ghouls, given kagune. They have "built in quinque", as some would call it, but they also have regular quinque. They have a single kakugan which appears when they use their kagune. They are monitored by a hand-picked group of Special Class and First Class investigators, one of which is a Quinx as well.
