Some mod authors don't want their mods published in public modpacks, the biggest example I can think of being Optifine. Sites like curse and technic most likely won't let you publish a modpack if you include a mod that you're not allowed to have, or will take it down if they're asked.
If you're just distributing it to your friends you should probably be ok. It depends on what license the individual mod author uses, but most generally accept that you can give it around within your group of friends. Even if one says you can't, there's really not much they can do.
As long as you keep it private and don't make any money off it you'll be fine.
You wouldn't need a specific mod for this, you can use a 3rd party program to type in the stuff for you after a time delay. I personally use the logitech software for stuff like this, but that requires their hardware. You can probably find something else that'd do it, it'd be easier then getting a mod made.
You definitely can use blender to make models, that's what Lycanite uses. I'm not sure the exact process, but you might be able to ask him for help if you can't find it yourself.
This is a feature in the Zelda Sword Skills mod - You might be able to contact the mod author about that or use the mod and disable the zelda themed stuff.

Probably ram usage, the suggested amount of ram for sevtech is 8gb, which would be all of your ram (And it's generally recommended not to allocate all of your ram). 2gb is nowhere near enough for large packs.
The only way to solve the problem is remove some of the mods that eat up a ton of IDs, there's no way that I'm aware of to fix it. Just removing Flat Colored blocks by itself might fix it as that mod adds a huge amount of blocks, but if it doesn't you're just going to need to prune down the mod list.

Don't allocate 10gb of ram, that's too much. Stick with 6 or 4.
