I tought about that already some time ago, with pigmen instead of Testificates as villagers. However, by now the Overworld villagers have no "real purpose" by now, what would be the purpose of the nether villagers?. The Overwold village generation is kinda glitchy now, looks at some villages spawning with houses over the water or inside hills and that kind of stuff, image what would be to spawn them on the nether.... I guess thats why the villages spawn only on plains and desert, in order to avoid as much as they can those kind of things.
Altought, it could be tryied to be a mod and see how it behaves and maybe we could add it to the game later.... who knows.

I cant see how you wouldn't think that the nether isnt finished. The fortresses look okay ish, but the halls have nothing in them, except for the occasional wart or spawner. There should be more reason to explore the nether other than the hike to the fort, and every now and then get to that wart farm. Like an ore, to influence enchantments.
I'd like a bit of varying in the amounts of damage ( deals 4.5-7.5damage) like what is with some of the enchantments. I like the idea though, and the ten uses only too
I'd like it more if this could be reconstructed to build your own spawner, because I wouldn't wear this armor if I had diamond armor, due to usefulness.
Yes, this would add needed variety to the nether. I'd like to add though that their damage should not be always the same, to reflect their unstable attitude, and angry potion would give this to you. These village things would also be more common than overworld villages. Expand on what blood diamonds are, and maybe change the name because of blood diamond being a term. Whatever's their name, they should be more enchantable than regular diamond, and stronger, but only 2-4 per village chest .
