Figured I'd give a quick update, we're chugging along with ComplexCraft development, and now targeting Minecraft 1.16 for our current build. Our team is now up to eight active contributors, and we're nearing our first public beta!
Don't worry, we're still working on this! I hope to have a version available by sometime this summer. Rest assured development is still coming along. At the moment our team consists of over six people actively working on the project.
I'll make this. Not yet though. Bukkit is dead, and I've moved on from it. The dev api for SpongePowered was just released, and when they come out with the server implementation I'll make it.
First off, the closest you are going to get to this is something that has been done a long time ago.
Second, there are a few flaws that come to mind with this, most of which have already been brought up by #10 (I don't know how the hell to mention someone here)
Doing this would severely limit the size of your world. It would have to be small enough that you would notice it. There would be no room for anything, unless you like one-biome, one-lake worlds.
You are severely limited with the number as well as availability of resources. You've run out of diamonds/iron in the world? Oh well.
This is not possible for a plugin.
If you want to actually implement something like this, there are much simpler and more effective ways. Here's the idea I came up with:
Keep the world flat as it is
Pick one coord to be the "center" of your world (Let's use 0,0)
Determine a distance in each direction from that (For example, 1000 blocks)
When a player walks to the limit distance that you have determined, simply teleport them to the other side (2000 blocks in the other direction)
Such is easy for a plugin. Trust me, I've made quite a few. Now if you want to get even fancier, the plugin could also mirror blocks from the other side outside the limit for an apparently seamless world.
This will be an awesome mode when it comes out, and if we can get a server together with the Sword Art Online mod it would be totally awesome!!!
Thanks for your interest! Rest assured we are still working on this. As we are trying to add a lot of features, it has taken us quite a while. Not to mention the numerous updates to Minecraft, which we have had to work around. But don't worry! We are working hard to get this finished soon.
As far as the server goes, I myself enjoyed SAO, and if you want to set up a server with it on it that would be awesome!

You can see here the main class that handles loading of external libraries and such, and handles most of the playing it.

Witchery (A fairly popular mod), already has Vampires and Werewolves, and does it quite well.
