I'm really, really, really shocked that something as huge as the Minecraft website is run using Java. If it's required for Minecraft then set up 2 servers on different ports: one for the minecraft game running Java, and one for the website running apache or nginx. Seriously.
If your network isn't allowing it, then you need to go into your firewall and unblock it. If you want anyone else other than yourself to join at all, it needs to connect to the Internet. Private or not. It needs to go through minecraft.net to even be considered a minecraft server first.
I'm at a university, I don't have access to the network firewall.
Hosting a server on a computer you don't own is just plain weird.
