The effect of nearby water on squid spawning is version dependant: as of 1.13, squid spawn only in river/beach/ocean biomes (in water between y=46 and sea level [defaults to y=63]) so water outside those biomes can be ignored. (Previously any water between the relevant levels could spawn squid.)
From the picture, it appears the farm is built in a river within a desert; much of the visible water will thus be competing for squid spawns. [Any column in a river biome, which (AFAIK) requires f3 to accurately determine.]
(Given the ready availability of sand, it seems odd that you don't just remove the unwanted water…)

If you want to use sponges you need to section off the area into manageable chunks or the water just reforms new source blocks.
I'd suggest 5 block wide "corridors", up to 8 wide might work.
