I've set up my enchanting area in the standard square-with-one-book-block-missing, but my enchantment table of levels is always stuck at 1-2-3, and the glyphs that float from the shelves to the book on the table don't appear at all.
Below is a picture of my setup, so that you can get a better idea.
It appears that you have the correct number of bookshelves, but the 4 in the corners are not visible to the table, thus will not increase the level of the table. I recommend moving them to the top of the set of shelves and then they will count.

I dunno if the particles setting if set to 0/none would hide the glyphs?
Are you sure you aren't looking at the three levels of enchantment in regards to the lapis cost, rather than the value of the enchanntment? Give us a screenshot of your ET interface ...
The big numbers reference the row slot of the enchanting options. The top slot is #1 and costs 1 level xp/1 lapis, the middle slot is #2 and costs 2 levels xp/2 lapis, and the bottom slot is #3 and costs 3 levels xp/3 lapis. Each slot has a smaller green-colored number that represents, for lack of a better term, the amount of enchantability attunement you have to apply the enchants to your tool.
That makes no difference as far as I'm aware, the corner ones count.

Are you sure you aren't looking at the three levels of enchantment in regards to the lapis cost, rather than the value of the enchanntment? Give us a screenshot of your ET interface ...
I just changed the settings for particles from "Minimal" to "All", and they showed up!
