Get a book. Enchant it. If it is Looting III, place it on the anvil with the axe. Dont know if it really works. I dont enchant my tools, or use enchanted books in survival.
If you're trying to get an axe with looting, it's only use would be getting more drops from killing mobs. I'm not sure why you'd want that, because tools break twice as fast when breaking blocks not related to tool (Aka, You'll get twice as many uses out of an axe using it on wood rather than digging dirt). However, if you want to get looting on an axe, you'll need an enchanted book with looting on it. You can then combine it with an axe in an anvil.
It does works ,tested it out ,get the enchanting books from testificates and enchant something in the anvil.
Why only get the books from villagers?

Mushroom Blocks, Leaves, Vines and picking up bookcase blocks. I usually raid Stronghold libraries with a silk touch Axe.
This does not work in Survival, only Creative.
Its good for collecting leaves and vines
