I have been trying for ages to find a villager-operated WHEAT farm design that actually works in 1.12.2. I have probably built every single design tutorial I could find and none works.
On my latest attempt I caved in and went for one of those designs with the hopper minecart running under the dirt even though I hate things that run "all the time".
It picks up stuff left on the ground just fine, and the farmer (yes, not just a browncoat but one with the actual "Farmer" profession) who I stuffed with stacks of seeds does sow the seeds just fine, but he won't bother to harvest!!!!
I am really confused. What is going on? Did Mojang break farming yet again in a recent patch?
If by any chance the issue is that the farmer already has food in his inventory, how do I make him use or get rid of that inventory?
Is your farmer within 16 blocks of another farm, or near a village?
Either of those could cause the farmer's attention to focus elsewhere, away from the farm he is supposed to be working.
This little guy has been farming wheat for me for a few years now on my world started back in version in 1.8. The farm has worked through each update and continues to work in the current 1.12.2 version. I also use a hopper minecart for collection, but instead of an unloading station there's just a double row of hoppers to grab the wheat when the minecart passes over them.
It will probably break someday because it uses floating water, and I have an updated design to replace it if/when that happens.
I have more wheat & seeds than I need now, so the excess is automatically disposed of when the chest is almost full.
If he does have food I think you'd want to replace him with a fresh browncoat.
You could try to get him to give/use the food by adding more villagers and breeding but it would be hard to make sure he used up every last bit of wheat.

Depends on what kind of food it is. If it's carrots or potatoes you can empty the field and follow him around while he replants, breaking everything until he has nothing left. It it's wheat that's harder because they craft it into bread. Or you could let him get attacked by a zombie (to get turned into a zombie) then cure him. If you are playing on hard difficulty it's a 100% chance of conversion. If you are on a lower difficulty then the farmer might just die.

Any chance you have Mob Griefing turned off?
That would stop him from harvesting.
