I wanted to make a slime farm in my SMP, and asked my friend, who is the owner, for the coordinates for a slime chunk. He found a triple slime chunk, and marked the boundries of the slime chunks with cobblestone. I even had chunk borders turned on so I knew exactly where I was digging. I dug out an area that was 5 blocks tall on a Y axis of 16. I set up one killing pole to test it, and walked away for ~10 minutes. When I came back, there were no slimes in the area, and there was nothing in the collection hoppers I set up. I've lit up the area as well, so normal mobs can't spawn. Am I doing something wrong?

How far away did you go? I think you have to be between 24 and 128 blocks away for mobs to spawn.
Slimes spawn a lot less often than other mobs, for steady spawning you should have a lot more floors, though I'd wait until at least one had spawned so I was sure I wasn't wasting time digging in the wrong place. (The roof only has to be 3 blocks up, or 2,5 if you make the roofs/floors out of halfslabs (in the upper half of the block.))
Have you lit up the caves in the area? And the surface if you want it to work well at night? If there are to many hostile mobs no more will spawn.
And on servers there's always the problem of mobs spawning near other players instead of near you unless you're on alone.

If all you did was light up a small area around your chunk(s) and walk away/come back, I'm not surprised you didn't see any slimes.
First, basic spawning mechanics: you need to be at least 24 blocks away for slimes to spawn. Common wisdom says you need to be less than 128, and that's sort of true, but ideally you'd be within 32 blocks to allow the slimes to move on their own and prevent them randomly despawning.
Second, make sure your area has spawnable blocks. Solid on top, non-transparent. If you're using cobblestone, stone, etc, you're fine, but anything transparent or without a full hitbox might not work. When in doubt, stick with normal full blocks or top slabs.
Third, lighting. Your spawning platforms andall caves, and the surface, within a 128-block radius around your AFK spot, should be lit up to prevent other mobs from spawning and contributing to the spawn cap. What happens is that you have a maximum number of mobs that can spawn, and once that's reached, no more will spawn, which will prevent your slimes from spawning. All of those dark caves around your slime farm will gradually fill up with zombies, skeletons, creepers, etc., and severely limit the slime spawning rates. You don't have to get this perfect to have a reasonable slime farm, but if you don't light up anything, you'll hardly see any slimes.
But before you go lighting up an entire perimeter, I highly advise you to double and triple check the world /seed yourself against more than one of the many online Minecraft slime chunk finders, just in case.

Check your lighting as well. According to minecraft.gamepedia slime will only spawn in light levels 7 or less. You might have it too well lit.

Slime-chunk slimes ignore light levels, swamp slimes only spawn when light levels are 7 or less.
