I'm looking into speed running Minecraft and I'm fairly certain no one has discovered one thus far, but I was curious for those of you who know a lot about how terrain generation works is it possible to find a seed with an end portal that is already completed (all twelve eyes of ender in place)? Thanks for all your help.

It generates end portal blocks in a 5×5 square border, without the corners. Each end portal block generates facing inwards, with a 10% chance of containing an eye of ender.
I'm not sure how the game calculates. If each block is an individual event, you could end up with anywhere from 0 to 12 already being filled. If the probability is cumulative however that gives you a 120% chance out of 12, ensuring that at least 1 block would have an eye in it.
I believe it actually is possible; per the Wiki, "Each end portal block generates facing inwards, with a 10% chance of containing an eye of ender.", with no mention of any absolute limit. The chances of all 12 having Eyes is 0.1^12 or 10^-12; that is, one in a trillion, and since there are 2^64, 18.4 quintillion possible seeds, each with three End portals, this means there are about 55 million seeds with complete portals. Of course, actually finding such a seed is a different matter - even if everybody on the planet created a random world and every world was different it is unlikely that any would have a full portal, plus I'm not sure if such a portal would automatically activate (consider how you can find sand and water that didn't update since most blocks placed during world generation don't trigger block updates).

I'm sure it wouldn't, considering that the code doesn't consider this one-in-a-trillion event when generating the frame blocks. The trigger for creating the portal itself is placing an eye into a portal frame block that then finds 11 other portal-frame-blocks-with-eyes around it in the correct configuration, so a portal with 12 eyes pre-filled would be useless.
Why is this possible? There are 2^64 (1.8x10^18) possible seeds* and there is a 10^-12 chance of a filled portal, and each seed has three End portals, meaning there are more than 55 million seeds with at least one filled.
*Technically, there are only 2^48 possible seeds that affect the End portal configuration due to Java's Random only using 48 bits (only biomes use the full 64 bit seed), which would reduce the number of possible seeds to 844, but the remaining 16 bits gives 65,536 times more seeds, which is also 55 million.
Of note, in 15w49a they made it so that the portal will automatically fill itself in if all 12 eyes are present during world generation so it is possible to get to the End without ever crafting one or going to the Nether (you can no longer get Eyes of Ender from villagers); unfortunately, the person who found the seed was too selfish to share it (they act like it was some huge game-breaking security issue, even setting the issue to private until recently).
Interestingly enough, the person who found an End portal with 12 Eyes just posted a thread giving the seed, along with several others with 9-11 (as noted before, you can use the latest snapshots to get a functional portal with all 12):

It is impossible to get this, it would be generally exploiting going to the end. Meaning players could go there when they are not ready, it's best just to play and get enough Ender Pearls for yourself.

The fact that they fixed this clearly indicates that it was real; a 1 in a trillion chance is not small when there are over 18 quintillion (million trillion) seeds with 3 portals each, giving over 55 million filled portals - sure, any random world will only have a 1 in 333 billion chance of a filled portal but that doesn't make it impossible unless the game had been coded to only allow 4 Eyes at the most (the most I recall seeing) but that is clearly not the case (this is easy to do; simply count the number of Eyes placed and stop placing them after the limit is reached).
Need more proof? Enter the seed "290482260067070826" (without quotes) in 1.8+ and teleport to -693, 23, 647 to see for yourself, as well as how since 15w49a the portal now generated filled in (note - the thread I linked to gives you the location of the start of the stronghold, where Eyes of Ender will lead you unless you generated the chunks it is in during the same play session):
It is only "cheating" to use such a seed if you think it is - indeed, official speedrun records allow the use of exploits (they have different categories; speedruns done entirely legit to exploits of any kind, even duplication glicthes):
Any seed can be used. Can be played on any difficulty that is not peaceful. Glitches are allowed. Timing starts on first input and ends when triggering the End Poem. Commands cannot be executed during the run. This category is ranked by In-Game Time, time out loads or use one of the programs provided under resources while running.
Y'all doing the math wrong. Eye of ender spawning inside the end portal blocks is independent of seed generation. The same single seed can generate different configurations of eye of ender generation.
Multiplying the odds by seed possibilities is completely useless.
