So i've looked up how mob spawners work, and i've settled on a design. But I don't understand where u need to be to make the mobs spawn. I understand its a 16 block radius. would that make the shape of the "active" zone a cylinder, with an undefined y value, or would that zone be a sphere with a 16 block radius?
The 16 blocks is the "attack" distance of hostile mobs, meaning if your with in 16 blocks and they can see you, they will attack you.
Your wanting the spawn radius. which I dont know.
I do know that there is a safe zone around you that they cant spawn in (im going to guess about 20-25 blocks), and Iv seen mobs way far away so the max spawn distance is pretty far out there. (my guess maybe 200 to 300 blocks)

Are you using a moster spawner from a dungeon or are you letting them spawn naturally? With a spawner, you need to be within 16 blocks of the spawner in order to have monsters spawn. However, if you are making a grinder for them to spawn naturally, you need to be at least 24 blocks away from it for mobs to spawn.
Damn, there was an awesome grinder on a server I used to moderate on. There was a skele grinder and it used to drop them and left them with 1 health left, so you could punch them and pickup drops, xp. It was so cool. Try building a darkroom with a drop and making it so that they have 1 health left, so you can punch them and pick up drops, that should work...

Make water streams that push the skellies to one side, then one more water stream that brings them all together in the corner. Simple mobavtor 24 blocks up, drop them 23 and punch to kill.
I'm almost certain it's a sphere, although calculating the exact distance you need to be at is easiest if you just count the blocks in one of the six "cardinal" directions. If you try to stand away diagonally, well, good luck, I'm not sure how minecraft handles the rounding for the 16-block sphere.
Mob spawners are active when the player is within 16 blocks distance, linear, of the spawner. So the active zone is a sphere shape. The mobs themselves spawn in an 8x8x2 box-shaped zone, centered around the upper northwest corner of the spawner. See by YouTuber KaspersMC for more info.
