Have you tried right clicking (assuming you are using Windows and an Nvidia card) the minecraft icon and choosing: "Run with graphic processor" and then "High performance graphic adapter". This always works for me.
if you go to hardware manager and select your display drivers and devices you should see what its using turn off your integrated completely just kill it. make it is not using it at all and only use your gpu drivers. uninstall all old ones, reinstall and update everything. pretty much what youre doing is telling your computer your integrated does not exist and to only use your gpu you have installed on board. just try to disable you integrated graphics that should work and its simple just so those drivers will stop working

I did both, BIOS and Device Manager It STILL uses it
Are you SURE you disabled it properly? Are you SURE that it's running on there? That sounds literally impossible. The chip isn't physically getting connected to the motherboard.

I know I did, positive, and it DID connect, hit f3 to be sure, still using the disabled R7
Is there a way you're able to monitor your GPU usage of both your GPUs? I'd like to know if this enabled when you just have your computer on, or if something in the computer decides to enable it since you're using a lot of resources, like when Minecraft is open.

I already killed it, and it still ran it
(Facepalm) Read the op, I am using a amd
Where are you disabling it? Hardware manager? Try disabling it in BIOS - then it's impossible for even the OS to use it.

Any of these should work. Try one, and if it doesn't work or you want more info, try another.
