This is my first tutorial and english in not my native language so, if there's somes mistakes I say sorry.
AND I take no warranty if this will work on your device and for any demage that could occur to you device or PC or whatever in this tutorial, but it's pratically harmless.
So, if you agree with that, let's begin!
First, what we need:
-An android device, minimum 1GB of RAM, 1,5 GB of free memory, and a Quad-Core processor is recommended.
-A basic Linux knowledge is really recommended, but it try to make it as simple as possible.
-If possible an OTG cable and keyboard attched to it.
-Patience.
Now, a brief resum of what we will do in this tutorial:
Install a kind of Linux distro called Debian on our devices, install Java SDK on it, download Minecraft server on it, run Minecraft server on it.
Before starting lets do a little FAQ:
Q: This is the Minecraft Pocket Edition server?
R: No! It's the server for the PC version of the game!
Q: What device are you using to run the server? It is rooted?
R: I'm running in a Motorola Moto X 2014, no, no root.
Q: I need to be rooted?
R: No.
Q: Is my device rooted in the process?
R: No.
Q: Will Android be unninstalled from my phone?
R: No! It's just an APP! if your device is powerfull enough you can use this app and other Android app at the same time!
Q: The server run totally smooth?
R: No, but it's playable, if your device is powerful enough you can invite your friends to play with you!
Ok, now let's start for real!
1- INSTALLING AND CONFIGURING THE APP
1.1 Installing
Go to the Playstore and download the APP, it's called "Debian noroot", please read the full description of the app!
After downloading it, open it.
Now let it download all the things and wait to the app boot the system.
After booting up, shutdown the system by pressing the little door with an arrow below the "Menu" button. You can control the mouse with your fingers or with the Giroscope,or with a Mouse via OTG (I really recommend using a mouse and a Keyboard), click touching one time the screen.
After shutting down, open the app again.
In this screen (spoiler) tap the screen to open the configs and try to match my ones, it feels very good on my device (that haves a full HD display, if yours have the same display config like that) if you don't like the result, feel free to discover the best combination.
1.2 Installing Java
Now we will install Java 7 SDK on our devices.
Open the icon called "ROOT TERMINAL" on the system by double clicking it.
In the opened terminal type this:
apt-get update
And wait to finish. When finished the last line will look like this: root@localhost:/#
Now type this in the Root Terminal:
apt-get install openjdk-7-jdk
After a while it will asks you to confirm the install, please type Y and hit the enter.
Now sit back and relax while it installs. It will take a bit.
When finished the last line will look like this: root@localhost:/#
Now, you need to restart the app. Shutdown the app by pressing the door and open the app again.
2.1 Downloading the server
Things are almost completed!
Now we are at the Debian desktop with no one app opened. Let's change this, open the Root Terminal.
Ok, with the Root Terminal, let's download the server.
But, first, let's make an directory to the server, type this:
Well, something went wrong while opening the file, try typing the command again, or, try with the root terminal, or you could restart the app, something like that...

If you device has more RAM, you're free to increase the RAM on the server launch.
But, before playing we need to accept the EULA, so, let's do it:
If you know how to use NANO, go ahead and use it, if you don't, let's install a Graphic text editor called Gedit.
Close the Root Terminal and open it again.
Type this on the Root Terminal:
And confirm the installation.
After installing, type:
Then type:
And now, edit the file and save it.
Then, for real this time, let's start the server!!!
Type this:
If you device has more RAM, you're free to increase the RAM values.
That's it!

What does this mean? by the way nice tutorial, I understood it pretty well.
Well, something went wrong while opening the file, try typing the command again, or, try with the root terminal, or you could restart the app, something like that...

didn't manage to download the server file in terminal but downloaded it to my phones download folder and moved it from there.
anyway got the server running but i have one question, what ip do i use for the server?
the linux emulated one or the ip of my phone?

Well, you have to use your phones IP, it will probably be like 192.168.X.XXX
