If only the people who are looking for a Staff Position would read this.
I see them on the forums saying things such as this, "I want an Admin Position so give me one please, I deserve it because I am nice."
I say, look at this thread, you have the ability to learn a lot more
**Sigh** I wish new players were forced to read this before posting. There are so many people asking for staff on their sefver and offering "Free OP status!" Maybe 5% at most of the people who come to those servers actually want to help.
There are players out there that claim to be with forums and are there to review your server. There is a list of things you should do.
1) Laugh
2) Tell them that they are not
3) Mute them
4) Make sure they don't have permissions to build
5) Laugh some more
These kind of people are liars, and are not there to review. Never listen to them, and do not give them any commands, including op or all perms. Just follow the steps above, and then ban them. There are the select few that are actually legit, but don't expect them often, or even at all. They likely give you weeks notice before anything. If someone claims to be a part of a forum, just go to that forum, type their name, and see what comes up. Usually you will get nothing. Then laugh, and ban.
Um, saying this got me banned from a server. You see, I decided to to different minecraft servers, so that my friend could talk about the server on his website (after getting the owner's permission) so, I logged onto a server that seemed to be cool, and said "Hi, I want to review this server."
I was immediately banned for "lolnope" after getting muted. Most likely, the server owner read your post. So, I suggest you change it, beacause this usually just gets random people banned.

If you are reviewing something, you probably shouldn't let them know anyway. This way, the staff won't be extra nice to you and you will get an average experience, which is the point of reviewing. When you tell them that you are going to review their server, they probably thought you were going to ask for special privileges to see what it would be like to be staff on the server or something.
This guide is excellent for aspiring server owners, though. I really like it.

Considering that one of the most often used tactics by griefers is to claim to be from $BIG_MINECRAFT_REVIEW_SITE and ask for admin/ops privileges to 'review' a server, it's not surprising if you got banned for saying you are reviewing a server.
Whoever banned you probably thought that you were going to ask for admin/ops and decided to just 'nip it in the bud', as it were.

I had a small vanilla server one player didn't like it I was very worried about that so I changed it to bukkit.

I really wish more people have seen this. I wasn't a good server owner, because just about everyone who enters the server would go "Can I have OP" and then call me a @#$%^ when I don't give in.
It amazes me that, somewhere down the line, it became a normal thing where people are able to join a server and ask if they can be Op. I just started advertising my server and have very strict ideas about who should be staff and what staff should be able to do. I was shocked to see that over 80% of the people who join my server immediately leave again when I tell them they can't be a staff member.
Being admin on a server is a task full of responsibilities. It's not a tag on your name that you get to brag about. I don't know how it is with others, but on my server people have to earn my trust and earn my respect before I even consider appointing them as staff.
Consequently the staff I do appoint have major responsibilities and access to most of the server commands. Not the kind of responsibilities and commands I would trust a 12 year old with.
I think your post is great and full of the great ideas that this topic is trying to teach. Though, I will disagree with "Not the kind of responsibilities and commands I would trust a 12 year old with." Some 12 year olds are actually amazingly mature and responsible with their commands. We even have some 12 year old moderators on the forums, here.
