ok so here is what im dealing with i use to have a server then i swiped my computer and now whenever i try to download the server thing it wont let me open it my java is updated plus its a jar file and idk what to do idk what application to open it with there are no opens for java so pls help i ill send image now
Your startup script is a file or a string of commands that is used to configure and start your server an extremely basic one would look like "java -Xmx1024M -jar server.jar"

Have you looked at his screenshot? He can't even install his server because he has trouble with his jar file. You do no need a start script to start your server, you can just click on the jar file directly.

Yes I have seen the screenshot's and I can see that the file association is incorrect too! but it still does not change the facts first step of working out the issue is start at the beginning ie how the server is being started and configured I also know the op has experience with servers as looking at the past posts the op has posted server crash reports

The answer to this is not at all, he isn't using a launch script, he probably never has. He is unable to start the server.
If he can simply run the jar file he will probably figure the rest out himself, the problem is that he can't.

If windows doesn't recognize the jar file as one changes are the command line isn't going to know what to do with it either. Also even if it does he still has the problem of not being able to execute jar files.

You aren't helping either you are just trying to look for typo's in something that doesn't exist.
But this is getting off topic so I shall shut it for now. (Mostly because I cannot think of an solution right now apart from restarting and making sure java is installed properly).

ok so here is the deal i made a server long ago then i swiped my computer and now my jar files won't open here is a pick of the old server but see i want to make a new one so see my ishue this is the old one
and dont say just change the world its that i need to update it but i cant do that because i cant open the "Server" from the other image so hopefully you see what i need
try using the startup script (startserver file) from your old server if that don't work rename your new server file the same as your old one and try that

yes, i know how to open a file etc but what is the script that you are using to configure and server your Minecraft server?
im confused pls explain
His run script has absolutely nothing to do with his issue, he didn't even get to that part.
