Do not make changes at the system environment variables
To change the Java version for your Minecraft server, you have to use the start.bat
Install the correct Java version for your Minecraft Server:
Minecraft 1.16 and older: Java 8
Minecraft 1.17: Java 16
Minecraft 1.18 and newer: Java 17
In your start.bat replace the word java with the Java path
Script for a 1.18.2 server:

Make sure the path to javaw.exe is correct, keep the quotation marks and make sure the server jar name is matching with the script

Are you sure the java 8 path is correct?
Install this one:

Then open your start.bat and use:
If you change the drive, don't forget to change the letter C
I am pretty sure the path is correct.
Test it with these lines:
But it prompts "The system cannot find the path specified.", so still can't start.
