When I download the minecraft_server.1.17.1.jar file it is named server.jar. When I try to run it, it pops up a message saying "Error: A JNI error has occurred, please check your installation and try again." When I click OK on the box another pop-up appears saying "A Java Exception has occurred." What does this mean and how can I fix it? Any help is appreciated!
There is no start-up script. I am just running the server installer .jar file from Mojang. Here is the link to the page: DOWNLOAD THE MINECRAFT: JAVA EDITION SERVER. This is the output when I run the command with the file in the Windows Command Prompt. (I left out the nogui part.)

Install Java 16:
https://www.oracle.com/java/technologies/javase-jdk16-downloads.html
Use the Windows x64 Installer
Create a new folder "server"
Put the server.jar in it
Create a text file "eula.txt" and paste eula=true
Create another text file and paste:
Save it and rename the file from "New Document.txt" to "start.bat"
Start the server with the start.bat
