I decided I wanted to start a server for a few of my friends. I downloaded the most recent non cross-play server (1.16.4). I did all the necessary steps, setting IP's, port forwarding, disabling antivirus and allowing all Minecraft and Java instances through windows defender. I don't have any antivirus or extra software that can block anything. I am not having any issues starting the server, and I know its running cause I can join it through my ipv4 address.
I will put all important info. Point out any info that may need correction.
I have tested the server with windows defender completely off, with no results. I have downloaded the most recent 64-bit java, nothing. I can't connect through my public ip (whatsmyip.org), and I can't connect through 'localhost'. I can only connect through my IPv4 and '0.0.0.0'. Any suggestions would be very much appreciated.

Leave the server IP setting in server.properties blank and connect using localhost.
That fixes the inability to connect using localhost, but doesn't fix the inability to connect via the public IP
As I said use localhost.
