I was making a Minecraft sever for myself and a few friends to play on when I encountered an error. When I run the server, using a .bat file, It opens up the no gui like normal, but none of the commands that should be happening are. such as the "loading spawn chunks, etc." I'm not sure why this is happening, which is why I can here for help. if you could help me that would be great!
yes, I copied exactly what he said to do. I also changed the server name of "minecraft_server.1.16.5.jar" to "server.jar" which is the name of the original .jar file. I did not edit the command in any other way.
I did, the code did the same thing. It didn't open up a "do you want to make changes to this device" prompt anymore. It just went back to the original screenshot that I had posted, just with the code changed.

Post the contents of your startup script.

Is the jar name correct? So it is only "server.jar"?
Did you test it without --nogui?
Yes to the first, I can check on the second.
I just checked on both again just to be sure. They both didn't do anything.
Get the jar from here:
https://www.minecraft.net/en-us/download/server/
Don't rename it and put it in your folder (remove the "server.jar" file)
Also in this folder create a txt file: eula.txt

and save it.
Edit you start.bat and paste:
Then test it again

It gives me a pop-up on my screen asking if I want this device to make changes to my device.
Install Java 8:

And use this:

Go to the User Account Control
Set it to "Never Notify" and test it again
