so if i use "java" it shows error in cosole, if I use directory it shows error in separate window.

here's another question, is there any way to allocate extra ram without using .bat? cause server.jar itself works and runs the server, but i can't use nogui or put extra ram as far as i know without .bat
Don't you have to tell it where your server.jar is? The system should know what to do with a jar file (Run it from Java as long as Java is installed correctly) but you need to tell it where the jar is that you're running. Something like:
Either that or change to the directory that contains your server.jar and run it from there, if you're using a bat file, save the bat file in the same folder as the server.jar and I think that would work too.
If the bat file is being run from the same folder as the jar file, then it could be the old "Java can't read special characters in a folder name" problem and you'd have to rename the user folder or relocate your Minecraft install folder.
