You have to leave a computer with the Minecraft server always running, and the internet connection always on.
You can use Hamachi, another more safe VPN of some sort or use portforward and set your whitelist correctly.
I have a setup in which a displayless server have a copy of the Minecraft server running and you can connect either using OpenVPN o port forwarding the Minecraft port using OpenSSH. Since I'm not used to Windows, my server (and my clients) all use Linux.
