You have to leave a computer with the Minecraft server always running, and the internet connection always on.
You can use Hamachi, another more safe VPN of some sort or use portforward and set your whitelist correctly.
I have a setup in which a displayless server have a copy of the Minecraft server running and you can connect either using OpenVPN o port forwarding the Minecraft port using OpenSSH. Since I'm not used to Windows, my server (and my clients) all use Linux.
It's a topic completely off-topic. If you know only hamachi, continue to use that. The key is that you need a computer always on and online running the server version of Minecraft (or also the standard version, opened to LAN)

If you can't keep a computer (as small as Minecraft server specs allows) online, it's cheaper to rent an hosting server, small specs servers aren't expensive, at least considering that setting up a server you don't know anything about it's not that easy.

Option 1: run it on a different PC than your main one.
