I have set my IP to static, configured port forwarding and set the port to 25565 and canyouseeme.org says that it has successfully found my service on <my ip address> on port 25565. The problem is that I cannot log on the server even if I just type localhost, but when I leave the ip address set to blank in server.properties file I can log on using localhost works. Does anyone know why it doesn't work? I was using ngrok to host the server, but it was pretty laggy (I was teleported back sometimes). Is the server too slow or is it because of ngrok?
Router: Kaon ar4010
Server host: Lenovo Legion Y520 512GB SSD 16GB RAM
Dedicated RAM: 10GB
CPU: i7-7700HQ
I'm not playing on the same device, the laptop is used only for hosting
Most routers do not allow connections with public IPs from the inside network. And you don't need it anyway. Leave the server IP setting blank and connect through localhost.

I usually play with a friend on that server, otherwise I would just play singleplayer
