Exact description of problem:
The suspected source of the problem seems to be that my port cannot be accessed from an outside source. I have used canyouseeme.org to figure this out (and yes this was done while the server was running).
EVERYTHING ELSE WORKS FLAWLESSLY
Steps taken to solve the problem:
I've gone to my router page(Netgear) thing using my default gateway and I opened the 25565 port for both the TCP and the UCP. I have McAfee firewall and I've allowed the Java SE Runtime Environment thing to use the internet for both incoming and outgoing traffic.
At this point, I have absolutely no idea what the problem is with the server.

I don't feel the need to have a screenshot because the only issue is that nobody can connect with my public IP address.
Additional Info:
Here is the command I use to open the server: java -Xmx1024M -Xms1024M -jar server.jar nogui
I'm not entirely sure on how this works, but I have AT@T U-verse and it goes to a Netgear router. I think this sets up a proxy of some sort which somehow prevents some stuff from connecting to the internet. But this is MERELY A SPECULATION. If you have the time to explain this if anything is actually going on, I would appreciate it. Thank you!
I don't know too much about this other than you have to forward your ports if you're hosting the server on your pc. You can connect to the server via ipchicken.com. Go there and you should see the ip to connect to. Also, be sure you're watching an up to date guide or video on the internet. Some guides fail to mention important details.

Intel Security (formerly McAfee) is a terrible virus protection solution, known to cause all sorts of connection problems, and was even abandoned by its creator John McAfee.

Windows firewall? Can you connect to 25565 from another device on your lan? (Just to eliminate that)

Try a different port like 25566, it worked for me.
Thank you all for your inputs. I have solved the problem after replacing McAfee.
