I've been trying to get my minecraft server up and running to a small group of my friends, and have port fowarded my servers ipv4, but me and my brother (who share the same wifi connection) are the only ones who have been able to join. Everyone else seems to get a java.net.ConnectException: Connection refused: no further information: Any ideas on how to fix this? Thanks!
edit: also, it shows my ipv4 port as closed, even after I portfowarded it.

Sometimes an ISP will randomly change your IP address on the internet, (which is not the IP address on you LAN). One way to find your public IP address is to go to google and type "IP address" which will return your public IP address. Then try the instructions here http://www.noip.com/support/knowledgebase/how-to-host-and-configure-a-minecraft-server-with-no-ip/ if you want to try the no-ip site or you can just check your public IP address everytime you want to play outside the LAN and send the public IP address to your friends.
Also note, some routers brands are more difficult to do this on than others. I've had difficulties in the past with a certain brand.

When i send the public ip to my friends, It still sends the error message java.net.ConnectException: Connection refused: no further information: .
Do i need to port foward my Public ip ?
edit: OMG! I just got a success for my public ip! now i just need to get my friends on to test and see if it works!
