I put my ports as https://gyazo.com/15365f8d084770150607d5b7d8ba8f1f and they will not open up. In CMD it says my Ipv4 address is 192.168.0.74 so thats what I put my local IP as but they still will not open up. My router/modem is a UBEE DDW365
How about the Windows firewall on your computer? Have you disabled/opened up the needed ports on there? Does connecting from another computer on your LAN work with your server's LAN address?

My firewalla allows it, UDP and TCP inbound rules are set to be open, and it works if I put my local IP in it but I cant send my local IP to someone else to use since it wont work.

Additionally, sometimes the case is that the port you're testing won't show up as open unless the server is actively listening on that port (basically when the server is up). If you have everything configured correctly, your friends should be able to connect using your external IP. This is public, the address machines outside your network will use to connect to you.

Yes, I do give my friends my external IP, for port testing I use simple port tester but it comes back positive, if I use that tool it comes back closed, what else should I do?
So you already have some exceptions in your firewall, that's good. Exactly what program do they say they're allowing? More often than not, you need to let javaw.exe through. Also check your anti-virus anti-malware software and add any exceptions you need, as that can also block the connection. Do you also have a static IP? Port forwarding won't function unless you do.

are people outside of ur home network using ur default gateway to connect? if so ur doing it wrong
they need to be using ur ip google "whats my ip" to find out ur ip
