We have 2 issues here. The first is that my friend can't join my server. We're thinking that it's because of my ports aren't forwarded. I followed the tutorial at;
While trying to setup the server, and I did everything by the letter. Literally. Now, when I went to my modem's page and forwarded the ports 25565, my friend tried to join, but failed. I used one of those websites that check whether my ports are forwarded, but it said they weren't. I also allowed java through my firewall, it didn't work. I also allowed the port 25565 through my firewall, didn't work again. So, question is, why can't I forward my ports?
The second issue we have is that I can't join my friend's server. He also setup the server using the same tutorial, did everything by the letter and succesfully forwarded his ports. When he checked whether his ports were forwarded, they actually were. But when I tried to join his server, I got an error, saying that the connection had timed out. He did also allow java and the port 25565 through his firewall. So, question number two: Why can't I join his server?
Also, When we tried this yesterday, we were on the same connection and he did join the server without any issues. Is that because we were on the same connection?
What do you mean by pinging him? Neither of us know much about such things and the tutorial I followed didn't mention that. Could you tell me how it's done so we can try?
We did it, it said request timed out, packets sent 4, recieved 0, lost 4, %100 loss.
Btw, just noticed, when I check if my port is open at http://canyouseeme.org/ it gives an error and sais the reason is connection timed out. Just thought you should know.

Edit: We tried a free realm trial and he couldn't join the game. Could it be relevant? He crashed, as far as I understand.
Edit 2: He joined the realm, apparently he had to open vsync. Prbably not relevant.
what we know is that this is not only about minecraft, your pcs can't reach each other in general. unfortunately, i am not an expert with connection problems in general. you could try to use a proxy, maybe that works. also try out vpn services.
sorry, but as linux user, i cannot advise you with windows' network settings in detail.
i am now on my pc, so i could do some research. this one seems to be a good solution as you don't have to change the network settings globally, meaning for every program.

I would buy a realm, but we also want to play modded in the future and as far as I know, realms doesn't support or allow mods. Am I right? Besides, I'd prefer not to pay for something that can be done for free.

Yes, I did. I checked several times. The ipv4 never changed.
have you tried to ping him and to resolve his IP adress to make sure you have no gateway issue?

all you have to do if you follow this is to add a proxy from a public proxy list, there are lots of them on the internet.
the issue is not necessarily on a pc, it could be the router as well. however, it should be on the pc/router you tested the ping on.

Ok, so, I pinged my gateway. it said this:
reply from 192.168.2.1: bytes=32 time=19ms TTL=64
and another 3 lines like this. So, assuming this counts as a reply, I pinged 8.8.8.8
This is the what it said:

okay so your good have your friend give you there ip address and ping that when you can
if you can ping them then try canyouseeme and their minecraft server port to see if port forwarding is open
