I am new to running a server and thus have come across a weird problem and have no idea how to fix it.
The RAM allocated is 2.5 gig, and is based in Australia.
There are several mods installed, 19 in total.
A friend from I believe Saskatoon in Canada, can run the game and connect to my server fine, but when he goes into specific sections of the underground shared base, he lags so badly that he crashes.
I have no idea what to I can do to help him. I believe he mentioned that his older laptop has 3 gig of ram.

He would be running then he would freeze for a good or so 10 seconds, then not long after he would vanish and he'd tell me he crashed when I spoke to him when he got back on.
And it appeared to happen in one specific spot, which was a chasm that I had tunneled through previously but made a "bridge".
The mods I have don't have high-res models. And as far as I know the chasm does not contain a LOT of mobs, but does have lava at the bottom, so I don't have pixelmon, galacticraft, buildcraft stuff... mainly because some of them are not out for 1.8, and that is the server I'm running.
I also do not lag in that area.
Below are screenshot of the one of the two areas that my friend lags and crashes. The first two show the area covered and the last two show the chasm.
Edit: He had told me a few extra things.
First he gave me the DX Diag file, as he is not sure if it is fps or his internet, as he said he has 20MB dl for internet.
He also said that his DX Diag states that he has a total of 8 gigs of ram. However 4 of that 8 is instantly taken up byhis laptop's hardware and the last gb is non existent. Which means he is left with 3 gb. However when his laptop is sitting idly he's apparently using 2.4 gb out of 3.2 gb... So with that in mine he seems to only have like .8 gigs of usable memory

Youch, that seems like a pretty bad memory problem. Either he actually does have 8GB of ram, and something's very wrong, or he has 4GB, and the dxdiag is including his 4gb page file in the memory. (I looked it up and there's two models of that laptop, nearly the same, except with 4gb of ram or 8gb)
If he goes into F3, does his ram usage (top right of the screen) go up and pretty much max out (or get close) when he crashes? Seems like a memory problem.

He did tell me from what he can remember, when he is connected to my server the memory usage is about 80% while on any other server the memory usage is around 20%
But we can't test it for another 6 days as my server is offline till then.
Yeah, it's really starting to sound like a memory problem (or, lack of memory thereof). There's not really any solutions to that aside from just getting more ram, or reducing the amount of stuff in the pack or around that area.
Oh, one thing you can do is fly around in spectator in that area and see if there's anything you're not seeing from that chasm/tunnel area, but is still there. Like a large amount of mobs spawning in, or (since it's modded), just anything out of the ordinary.

He mentioned that he's still having a 65% usage when connected to my server and he also said that when he lags, the frames drop to 0. He said he'll know more later.
Since it's a 1.8 server, just do /gamemode 3 (assuming you are OP/have cheats enabled) to go into spectator.
If he has 65% usage on the server, then it seems less likely that it's a direct memory problem.
Also, while the DXDiag reports he has 8gb of ram, his memory issues seem to point towards him having only 4gb, and the other 4gb is actually the page file.
In his system information, does it actually say he has 8 GB?
(Start menue, right click on "this pc"/"computer", properties.)

ok. I have been in contact with my friend and he gave me a screenshot of his computer, with some things blacked out... but it clearly says he has 8 gigs of ram.
That's the problem, he's only able to use 3.2gb of it for some reason. Now that could be a number of different problems. This has become more of a tech problem and less of a Minecraft problem
I see he has a 64 bit OS installed, so it's not that.
I would have him check in his BIOS to make sure all of his ram is detected properly, and that it's all running at the correct speed.
Normally I'd suggest removing one ram stick at a time and trying to discover if one of them is faulty, but since it is a laptop, it's more complicated. Unless he's good with working with computers, I don't suggest it as you could accidentally damage something else.
I did some research and it could be the BIOS re-mapping some of the ram to be used as dedicated VRAM, and a BIOS update could fix that.

Can anyone give me some advice or help?
Lags as in... FPS lag, or internet lag?
When he starts to lag out, does his FPS just go down? Or, something else?
3gb of ram isn't much to be able to run larger mods, which ones do you have installed?
This doesn't seem like a server problem, provided that you don't also lag out in the same places.
Try and see exactly where he starts to lag out, and check for these sorts of things:
High-res models (IE: pixelmon apricorns, galacticraft rockets/construction tables, etc). Things that aren't just a block shape.
Large number of mobs
A lot of stuff going on (IE: a large number of stuff going through a lot of buildcraft pipes, a large quarry, etc)
Or anything else that decreases your own FPS (even slightly) when you're near them or look at them.
If you find anything like that, try to remove or relocate them and see if that fixes the problem.
(Referece: I have this problem on a Pixelmon server I play. Whenever someone has a massive apricorn farm, I drop from a solid 60 FPS to around 15.)

Youch, that seems like a pretty bad memory problem. Either he actually does have 8GB of ram, and something's very wrong, or he has 4GB, and the dxdiag is including his 4gb page file in the memory. (I looked it up and there's two models of that laptop, nearly the same, except with 4gb of ram or 8gb)
If he goes into F3, does his ram usage (top right of the screen) go up and pretty much max out (or get close) when he crashes? Seems like a memory problem.

He did tell me from what he can remember, when he is connected to my server the memory usage is about 80% while on any other server the memory usage is around 20%
But we can't test it for another 6 days as my server is offline till then.
Yeah, it's really starting to sound like a memory problem (or, lack of memory thereof). There's not really any solutions to that aside from just getting more ram, or reducing the amount of stuff in the pack or around that area.
Oh, one thing you can do is fly around in spectator in that area and see if there's anything you're not seeing from that chasm/tunnel area, but is still there. Like a large amount of mobs spawning in, or (since it's modded), just anything out of the ordinary.

He mentioned that he's still having a 65% usage when connected to my server and he also said that when he lags, the frames drop to 0. He said he'll know more later.
I have yet to fly around in spectator mode.
How do I do that?
Since it's a 1.8 server, just do /gamemode 3 (assuming you are OP/have cheats enabled) to go into spectator.
If he has 65% usage on the server, then it seems less likely that it's a direct memory problem.
Also, while the DXDiag reports he has 8gb of ram, his memory issues seem to point towards him having only 4gb, and the other 4gb is actually the page file.
In his system information, does it actually say he has 8 GB?
(Start menue, right click on "this pc"/"computer", properties.)

I'll tell him that, but he told me that when he loads any other server and it is 40% or under. It is only on my server that it is 65% or higher.
ok. I have been in contact with my friend and he gave me a screenshot of his computer, with some things blacked out... but it clearly says he has 8 gigs of ram.

That's the problem, he's only able to use 3.2gb of it for some reason. Now that could be a number of different problems. This has become more of a tech problem and less of a Minecraft problem
I see he has a 64 bit OS installed, so it's not that.
I would have him check in his BIOS to make sure all of his ram is detected properly, and that it's all running at the correct speed.
Normally I'd suggest removing one ram stick at a time and trying to discover if one of them is faulty, but since it is a laptop, it's more complicated. Unless he's good with working with computers, I don't suggest it as you could accidentally damage something else.
I did some research and it could be the BIOS re-mapping some of the ram to be used as dedicated VRAM, and a BIOS update could fix that.
He can get the BIOS update from here: http://www.acer.com/ac/en/US/content/drivers (Search his laptop model, download the 1.15 version of BIOS)
Make sure it's the correct exact model though (there are two Aspire E5-551 models), otherwise it could cause problems.
