Hello, I run a very small vanilla server specifically for my Twitch viewers. I've done something similar like this (paying for help) with success before. I'm willing to pay for someone to set up permissions for admin (op) and members. I also need a simple plugin that enable players to teleport (it should request to teleport/let the other player accept). That's it. Very simple.
I also need a bit of a walk through via Skype of Discord.
To be clear, this is not me offering server access to anyone. Just setting up the files, sending them to me, and troubleshooting a bit.

Curse PremiumI can help you with this. This is something I offer for free with any MC hosting account. I though can do it without the hosting.
My assumption is that you want to run a spigot server so you may use plugins to setup permissions.
If that is correct, then your best option will be permissionsex and essentials.
