First, download the snapshot .jar from s3.amazonaws.com/Minecraft.Download/versions/14w27b/14w27b.jar. You might get an alert saying 'This type of file can harm your computer. Do you want to keep 14w27b.jar anyway?' If you do, click 'Keep'. Then, make a new folder and put the server .jar in there. Next, create a batch file (.bat) with this in it:
java -Xmx1G -jar minecraft_server.14w27b.jar
The -Xmx value is the amount of RAM allocated to the server (1 gigabyte), and you can specify nogui at the end of the batch file if you don't want a console window. Now, try saving the file and running it. If the window opens then closes instantly, add PAUSE to the end of the batch file and run it. If you get an error saying 'java' is not recognized as an internal or external command, operable program or batch file then you need to set your Path variable. Note that you must be an administrator to perform these tasks. First, search Edit the system environment variables and click the result. Next, navigate to the Advanced tab if you didn't start there and click Environment Variables... Then, scroll down to the PATH or Path variable and click Edit. You will see a long list called variable value. Append a semicolon to the list if one isn't already there, and add the path to your Java bin folder (default is C:\Program Files\Java\jre7\bin). Now, if you have port forwarded, running the batch file again should start up the server like an .exe in the stable versions.
You can, but it isn't a very popular choice as it can corrupt someone's server pretty easily.

download the minecraft server jar, open it, then find your local ip, anyone connected to your router should be able to connect. you might need to port forward and set a static ip if that doesn't work
What is it with people not wanting to port forward? i personally think that hamachi isnt that good thing to use for a server since everyone who wants to join needs it.
If that is seriously an issue then PAY for a server..
It takes like two seconds to port forward and I've been doing it all my life on multiple games. Never has my network been compromised.
Also, I'm currently running a 14w26c server with absolutely no issues, no corruption, or anything. However I did have an issue when they released the 26c as it did cause corruption, but with a few minutes of research and some work I removed all the corruption VERY easily with MCEdit and not a single person was effected negatively. I go through a hosting service called MPServ. I'd recommend them for their reasonable prices, great service, and perfect server control panel. Another great host is Fragnet.
