Today i recently made a new bukkit server but my friend can connect to it. I gave him the correct ip, and i tried porting over. Here is my router: Trendnet tew-652brp.
In order to help you out, people are going to need more information than just this. you said you gave him "the correct ip" but make sure it isn't a local ip (usually 192.168.1.x). Double check that you forwarded port 25565 (UDP and TCP). thats about as much help as i can give till i get some more info

What he said, they need to connect to the IP with the correct port after it: eg. 192.168.1.12:25567
If that is not that case, then you haven't port forwarded properly! I think you can test to see if your port is open, here! http://www.canyouseeme.org/
So Pretend ur ip is 1.1.1 and port is 1 your friend did for the ip 1.1.1:1 That might be the problem not putting the port number or did you port forward the server? If you did not search up antvenoms how to create a minecraft server

Can you provide your server.config and a screenshot of your CMD while running the command "ipconfig"?
