Its true that that would make the number lower but it was way less than what they recommended. Thats 24 players dropped from the max.
It is a common practice in business and actually in life to do that. They use the lowest possible settings to get the best results, then advertise it as such. It is quite common to see in business and in life.

That's called a dynamic IP, you'll need to contact your ISP about getting a static one.
I've changed my run server .bat file script to:
CD /D "%BINDIR%"
java -Xincgc -Xmx1G -server -jar craftbukkit.jar
However it still comes up with 'java is not recognized as an internal or external command' when i run it.
Have I done something wrong?
It means java wasn't set as an environment variable. Two do-able fixes for this really, but one of them is setting PATH in your environment variables, so I'll just give you the easier fix:
in your bat file, change "java" to a path to the java executable enclosed in quotes. Depending on whether or not you installed 64bit or 32 bit, it can be located in different places. But it's generally under "Program Files" in your main drive, then "Java", then "jre<version>" (could be 6 or 7), then "bin", then "java.exe".
