Seems that someone on the server has multiple redstone contraptions which are always activated, in the same area as mob farms, and animal farms (including over 500 sheep), an iron golem farm (so lots of villagers), and more...
Unfortunately, /stoplag killed nearly all of the animals + villagers in the loaded chunks (didn't touch wolfs tho, hmmm...). I'm curious how other server admins handle the situation of people building large redstone contraptions, giant mob farms, and breed 100's of animals. It seemed to have bogged our server down quite a bit and gives block lag when it becomes bad enough.
Is there an effective way to 'limit' these sort of things?
In your bukkit.yml, make sure you don't have mob spawn amounts set too high. Mobs can be a a bit of a server intensive task, especially if you have the spawn limits set really high. I also reccomend using plugins like NoLagg that help reduce lag throughout your server, making the experience much better for players. As for redstone, there really is no way to limit how much a player can use as far as I know, but yes, massive amounts of it can cause lag. Just encourage your players to not build huge redstone circuits. If you find massive ones, it's probably best to remove them so they don't cause issues.
Normally /stoplag works fine on my server considering people are okay with having some animals despawned to reduce lag but as said above if this doesn't work for you try using NoLagg

Although NoLagg is a good plugin, It is extremely unstable when not using the exact version given on the page. As from past experience from myself and fellow server owners, NoLagg can cause more lag if used incorrectly, it can also cause it to crash so use it with caution.

It allows you to set entity spawn limits aswell.
