Also, the virtual memory I have allocated is 5120 (Initial size) and 73722 (Maximum size). The CPU usage gets to over 80% when I have the server and a MC client running. It gets to the point where my server crashes. The server is one that me and a few people are building, so as it gets bigger, my client gets more lag. Is there anything I can change within the .bat or virtual memory to get optimal results?
My PC specs are
AMD Phenom II X4 960T Processor 3.00 GHz
16GB RAM
64 bit OS (Windows 7)
Actually your initial size is 1024 (1GB). Any reason why you need so much ram assigned to it? Just because you have the ram available doesn't mean you must use it all. Even if your world is large, it's completely unnecessary, unless you have oodles of plugins, and 50+ players.
That said it is possible your map (lots of tnt/lava etc) causing this. I would try starting up your server on a new world (just change the name in server.properties, that way your current world is preserved) and if the issue's still happen once the map is done generating you know there's another issue in play.
A next step would be to make sure your client and server aren't trying to use the same CPU core. Make sure you have the affinity of the server set to say core 0, and the affinity of your client set to core 2 or core 3.

I just want enough RAM to be able to host a server that up to 15 people to play on. I'm just not sure what that amount is. Also, how do I see/configure what uses what core?
I tried with a different world name, and there's no lag at all. Then when I switch back, it's a little laggy. There isn't much lava or TNT, because it's pretty much a completely flat map.
For plain vanilla minecraft (no mods or plugins) 1GB is plenty. Maybe even 2GB for good measure, but even that is a bit much.
If your on Windows you can open up the task manager tab to the processess list, right click the processes you want to change up and select "Set Affinity".

Typically running minecraft and the server on the same computer is a bad idea. The server and the game both use a lot of CPU and at least for servers the CPU is normally the limiting factor.

It's a normal, non-bukkit server, so no plugins.

As for virtual memory if your referring to Window's virtual memory (aka the page file) a good rule of thumb is 1 1/2 times your physical memory.
I.e if you have 4gb of ram set your virtual ram to 6gb.
