Sorry to trouble you guys but i fixed it turns out the Factions plugin was acting up. now i get this [Warning] System Time Ran Backwards! Did System Time Change?
does the new warning happen once in a while, or all the time?
It has happened all the time. And once, i do not know if this is related i went on my server destroyed a structure i built and then got that message when i closed the server. the next day i went on and the structure was still there, partially destroyed.
the warning is normally something to do with the server getting tick lag.
minecraft runs at 20 ticks a second, but it the system hosting the server runs a little slow for whatever reason and only processes 18 ticks in a second the game throws the error out, if it happens now and again its fine, my server used to say it at exactly 1am every day.
check your cpu usage for the server.
what plugins do you have? any anti cheat types?
okay so will it go away when i get a host? And yeah i have AntiCheat but it did it before i installed it

Umm, the warning for the ticks is simply something about "can't keep up", not a HTTP connection exception. Unless the server is talking to a HTTP service every other tick, this isn't the error you're looking for...
Let me also point out:

It's a Bukkit problem. Not necessarily related to timer ticks, at all.

I fixed the first problem we are now discussing the ticks.
