I'm starting a cracked server soon, and people say this could help prevent banned people to come on with proxies, different IP's etc. It's callde XBL from Spamhaus http://www.spamhaus.org/xbl/

Any idea how to install that to the server?

Likely impossible, and offline-mode servers are not supported on these forums.
