Okay I am trying to give guests and members access to a few essentials commands like spawn,list,help,home,sethome etc. But I'm used to the permissions so I tried my best to modify the page just as a test but it didn't work and I get this error when I run it.

Yeah it is the right file I just didn't bothering copying all the comments at the top of the file.

I've examined the file and can't see anything that looks out of place. (No tabs or non-printing characters.)
However my main perms manager experience is with is pex; so you might need to enquire on the Bukkit perms forum, or wait for someone here that is more familiar.
The whole boolean on the end of the nodes is foreign to me; but I am guessing it makes it work just like giving a perm or giving a negative perm.

it tells you that the problem occurs at
line 49, column 8:

and you have only pasted 36 lines.
So I'd be examining the syntax just before and around those points.
Are you sure you're looking at the correct file? Should be the one from plugins/PermissionsBukkit/config.yml yeah?
