I've gotten to work the local host for a simpleserver but not found a host yet, which I'm looking into, but thats not important, but I would like to know that do I need a host like bukkit to use commands that simpleserver has built in and also how to get the commands to work and how to op myself so I can move forward with my small CM (Custom map) server.
If you're using SimpleServer Wrapper then you cannot use Bukkit - you have to choose between those two.
This is not true, Bukkit does work with SimpleServer it even says so on the website. Check the link SimpleServer

What you need to do is download the latest Bukkit snapshot Here and rename it to craftbukkit.jar and change the setting in simpleserver.properties by adding this line alternateJarFile=craftbukkit.jar this should be in there so look for it, then start up the server. Bukkit will then update your server with the latest Bukkit developement.
To get opped write "op your_name_here" in server console.
You do not need to use the Op setting as SimpleServer already has its pre-built permissions (which is completely different from Bukkit's Permissions plugin). To add yourself, open the simpleserver folder, and right click on "Permissions.xml" file and drag your cursor to "Open With" and click on notepad. A small window should pop up, this is your server settings that the server will look at when loading up. Once it opens up, you should see a list of commands that is designed for your server to run.
So lets add a your player name into our group. First is knowing how to add them correctly into our script, which is <player group="1" name="[your name]"/>, in the script they have their own example named exampleplayer. If your still unsure how to set it up, take a look at mine.

Each group is different, so look at the commands in the Permissions.XML first before adding you into the player group list. The default group list is:
* Group 0: Default (guests)
* Group 1: Player
* Group 2: Trusted
* Group 3: Moderator
* Group 4: Admin
* Group 5: Owner
Owners have complete control of all commands. So this should only be for you since you are the owner.
