Hi, i'm using the minecraft_server.jar to see if I can host a server, and I come up with this:

[WARNING] **** FAILED TO BIND TO PORT!
[WARNING] The exception was: java.net.BindException: Cannot assign requested address: JVM_Bind
[WARNING] Perhaps a server is already running on that port?

It also seems that the port is already in use or that you didn't port forward correctly.
You'll need to kill the java process if the port is already in use.
and you probably dont need to kill the process. just do what rch said, and leave the server-ip in the server.properties blank.
um... im not really all that famillliar with the code and stuff so what is it telling me to do in the message?
Do you know what a batch file is? Maybe not. It's a text-based file that is one of two text-based files that Windows will actually run. There's *.bat and *.cmd. Open notepad and copy/paste the following:

java -Xmx1024M -Xms1024M -jar minecraft_server.jar
pause
Save it as, for instance, minecraft.bat to whatever folder you installed your server to. Browse to that folder and run the batch file (like you would any program). If there are error messages you'll be able to see them due to the pause command at the bottom of the batch file. The values of the -Xmx and the -Xms parameters may need tweaking but later for that.
