First of all, you need a version of the old bin folder.
Second, you'll be needing an old version of the minecraft_server.jar
Now, close down your server, replace the new minecraft_server.jar with the one you just downloaded from somewhere, and boot it up again.
Now tell your players to do this:
Download the bin.rar from somewhere first.
Then BACK UP your bin folder. (users/username/AppData/roaming/.minecraft). Remember to enable viewing of hidden folders, for AppData.
After that, put the downloaded bin in /users/username/AppData/roaming/.minecraft (or whatever the path is on your OS) and replace the bin folder there
AFTER THAT, copy the version file from your BACKUPED bin folder into your newly replaced bin folder, and start up Minecraft. It shouldn't patch, and you should be able to login to the server.

The one major rule
Do not distribute anything I've made. This includes the client and the server software for the game. This also includes modified versions of anything I've made.
In order to maintain control of the project, I need all game downloads to come from a single central source. I hope you understand.
Usually I'd understand that rule, but coming from Notch it seems retarded in the extreme, given the quality of the work he ships out. Right now I play and host a Minecraft server because there is no proper alternative in the genre. But when that comes out, and it will, I'll be damned if I continue to support a game with a developer that craps to such a degree on his players. Hell, I'd cheer if EA bought Minecraft.
I'll be good and comply with the rules, but I'd like to note that when Notch chooses to crap on us from such a great height, it's not so wondrous that we choose to do the same for him.
I hope I managed to help at least a few people before I had to pull the links.
And Lotus, for McAdmin it should work exactly as it used to if you do what it says in the OP and run the server like you usually do. I use hMod and my own personally written server wrapper, and I've had no problems making it work so far.
