Server Resource Pack Not working

I have researched everything on this and it seems like no one else is really having this problem...

I added a Resource Pack to my server
resource-pack=https\://dl.dropbox.com/u/224635241/BMGunz.zip

It Downloads to the server-resource-packs folder and It just does not apply to the game as a Resource Pack

Please Help I Really Need This To Work...

It could be an issue in the resource pack itself. Unfortunately, I'm a noob at anything related to resource packs! Maybe you could find some help in the "Resource Pack Help" Forum? Just a suggestion and sorry for not offering a definite answer
