They use Spigot, another modded Minecraft Server software based off of Bukkit.
For anyone who doesn't know, Spigot is a modified version of bukkit, allowing 1.7.2 clients to connect to 1.6 servers. 1.7 items from the client cannot be used or placed, and none of the 1.7 features appear on the server, as the server is still in 1.6. A lot of people mistake this for a 1.7 server because they just look at the compatability with the client via the multiplayer menu, and they never actually check out the server. Those that do become disappointed approximately 5 minutes after.

Im sorry your wrong Spigot is not just that it is also a more faster better version of craftbukkit not just that.
To be honest I don't think that either of the posts explaining what Spigot is truly touched it on correctly.
To answer the first question, they used what's called a "protocol hack" to trick 1.7.2 clients into thinking that a 1.6.4 server is a 1.7.2 server.
To touch on what Spigot is:
Spigot is an advanced version of Craftbukkit, which changes the way that some things are handled, chunk ticks, TPS increases, auto stack merging to reduce item lag, Automatically stays up-to-date with the latest CraftBukkit changes, anti-xray, chunk garbage collector to prevent chunk leaks, and more. Well, simply put, Spigot is it. Spigot is that "special sauce" used by many of the world's top Minecraft servers to ensure that they can cope with their huge player base and ensure the satisfaction of their players. Spigot works by reducing and eliminating many causes of lag, as well as adding in handy features and settings that help make your job of server administration easier.
The end result is your server becomes a cut above the competition, and you no longer have to spend time tearing your hair out over players complaining of lag.
It must also be noted that Spigot is perfect for smaller servers too, especially due to features like cutting idle CPU usage, saving power and other resources when only a few or no players are online.

I wouldn't even bother with 1.7.2 bukkit anyway.. :/ We're almost sure to see a 1.7.3 bugfix update in the next week or two, so instead of wasting time on an incremental update, there's other things I need to manage with my servers until an official stable release comes out, that wont be updated again after a few weeks.. Just gonna stick to a 1.6.4 bukkit server, and a 1.7.2 vanilla test server for now. lol

1.7.2 and 1.7.3 have the exact same protocol version number. Most of the stuff done in 1.7.3 is bug fixes which are mainly for the client, not servers. You'll be able to connect to a 1.7.2 bukkit server even if you're on 1.7.3
Yay.. or nay? Seph also stated that you do NOT use the first couple of 1.7.2 builds. Mainly because they WILL be unstable and NOT supported.
Oh, and they found a interesting bug...
Best bug we've caught before @CraftBukkit dev build? Inivisible, unextinguishable, infinite fire on the ocean floor and everywhere else.
Was found in another update, but still pretty cool right?
tl;dr: Bukkit 1.7.2 builds are coming out possibly soon, but will be unsupported and highly unstable!
More details to come...
Nothing about that, I'll see what I can find.

With caution, of course
