Try opening it, just closes immediately. Tried diffent levels of ram as well as my computer claims I only have 1000 free (4000 available and 8GB ram total...makes no sense)

I also renamed the actual .bat file itself to minecraft_server.jar.
Still closes right away.

^^ Use this in your .bat file. Do not name the .bat file minecraft_server.jar. Just name is start.bat or whateveryouwantittobe.bat.

You need to get 64-bit java to get 4GB of ram or more.
