That didn't seem to work, but Java is installed under the (x86) folder, so it now says this:
C:\Program Files (x86)\Java\jre7\bin\java.exe" -server -d64 -Xms1024M -Xmx4096M -jar minecraft_server.jar
Okay, so I realized I didn't have the .jar server, which was a problem.
I fixed the path name, it recognizes the server now, but it says:
This Java instance doesn't support a 64-bit JVM. Please install the desired version.
According to Java, I have the fully updated version and I tried changing the 64 to 32 with no success.
